There are 2 kinds of "dry" I can recall with regards to rubber stamps.
1. Dry might refer to an ink pad that is "absent" of color, or in other words dry. You decide what color you want to make the pad by adding liquid color to it.
2. Dry might also refer to most ink pads that "feel dry" to a touch. They are not "wet" like you think of paints, but will most likely not get a lot of ink on you when touch them. They require some pressure to be applied to them to get the ink on your die plate.
